MSN ad center is open Worldwide or it is restricted to some countries?

Non US can sign up?

Hi dear,
MSN AD center is a new PPC advertising program in which the user accounts are given/enrolled on an invitation basis like the orkut/gmail. Further, the tools of MSN Ad center is similar to google but more advanced than what google currently have.
For ex:
In the msn ad center a webmaster can try Parameters, which are text fragments and/or keywords that are automatically inserted into our ads in the site.
Great drawback that one need invitation to join!
