If i don't request Vbulletin webhosting here were do i request it?

I don't think that vB hosting is available, and if it is, 100% is illegal!

Yes, vBulletin isn't a free forum software, so there won't be any legal free forum host that uses vBulletin.

Anyway, I think Betlik offers posting for cash and domains, not hosting, here, although there are some members that offers exchange of BK$ to hosting.

No, there wont ever be free vB web hosting as it is a pay for service, therefore, they cant offer it for free, I dont think this site offers free hosting either? phpBB I always found good, and you can get free hsting at Jconserv

Dude Jon there is no webhosting for vbulletin hosting is a total different subject to vbulletin

vbulletin = a forum

hosting = what makes your site
