I've seen this software but making userbars in Photoshop CS2 is easy enough for me. It would be good for someone with no graphics programs though!

If you can't make Userbars you shouldn't have them :P I don't think you should have work you didn't make in your sig

The top site doesnt work and the program gen which ahsan16 posted i am downloading now

Ahsan16's Program works great
and i got photshop cs2 and i installed it but it said error please re-install when iwas gonna click new and then i re-installed and it did it again

The top site is having server problems, it has been for 24 hours going on and off. It should be back soon, sorry for the inconvenience.

Ok applogies recieved lol and the program is quite good but if i host a userbar with imageshack will it go too small?
