Link Exchange has lost its importance so far as SEO is concerned due to the presence of SPAMMY link trading farms. Infact so far as my idea goes, Google now checks for the ratio of IBL to OBL to judge the weightage of IBLs to your site.

Also always take care of the factors like Bad Neighbourhood before placing any link in your site.

Hope you are well aware of these so much discussed events. But this may help someone new to SEO.
