It takes time for the people to know about your forum and come and have a look.

Add incentives for member to join and exchange links with other webmasters.

Unfortunately, the best way to attract people to a forum is still to have a lot of discussion and members. It might help a little if you first have a few friends post a lot and post a lot yourself, so it looks like something is going on and other people will join

Other than incentives, you can also hold contests. Posts contests are good to attract new members and posts.

I think get paid to post offer is good to make a new forum popular. But it quite expansive. If you want a cheap solution post exchange is the best way.
