does hotmail log down our proxy every time we log in ? or other email like gmail or other mail..

You never know.

Check their Privacy Policy, they may have included that. Actually you never know what's going on with free services like this, so the solution is to get a "real" paid ISP e-mail address. You will also have POP3 and SMTP access.
