Photoshop is for graphics, dreamweaver is for the coding part of your pages. It has a WYSIWYG view to which you can just drag and drop elements but also has a lot more nifty features asides from that. You'll basically end up working with both of them, photoshop to fix the graphics, dreamweaver to place it all nicely together and fix the rest of your site.
