Double Opt-In Lists

Do I need to special software to create email lists of this nature? If so, is there any freeware that will serve this function?

I don't have oodles of traffic yet but like to stay ahead of the curve.

I use Aweber but it costs money (about £100 a year for 10,000 leads). 1-Shopping Cart also has this feature.
