Depends on the TLD and registrar.
.UK's generally require a lot more paperwork than a .com (or similiar) If it's a .UK, then visit www.nominet.org.uk and complete the transfer form, if it's a .com/.net/.org etc... then generally you can simply agree between yourselves and submit & accept a normal registrar transfer.

If the other person signs up with the same domain registrar (usually free), then a transfer is usually a free, simple, and painless process.
