Ultimately I think it is up to the business to choose what business model they want to operate from... Low Cost Provider? Niche? Premium?
Some people wouldnt mind paying few extra bucks... or pennies...

That's part of the problem, though - if the savings aren't being passed to customers, but instead to the shareholders, then the customer sees no change in price regardless.

Most of the people have the attitude ‘I want the quality, but I don’t want to pay the price for it, that is the reason that they fall in such prey. Overall they need perfection in a product or service to achieve defect free status but they don't try to understand that all the above inputs have their hidden costs or direct costs which makes the end product apparently expensive.

Customers will never bother to think about that!
Basically even myself as a customer, I would choose the best product - in terms of price vs quality vs service. If there is someone who could provide all three, definitely the customers will flock to them. In the 80s Toyota used similar strategy to outsell GM in the States itself. Lower cost but higher quality. Is that not our aim?

If you add value on your service and target specifically those customers who pay for the quality,the problem can be solved.
