Default Deny IP via .htaccess and mod_rewrite

I'm not sure what this is, but I just found it on my .htaccess.

I *believe* it's to stop a specific IP from accessing the site, though I have no idea of whom or why - possibly an openproxy IP used by blog spam bots to spam my blog when first set up.

Anyway, for the moment I'll suggest this as a way to block IPs until I receive confirmation/correction of what this code is for.
