Default Transparent Layers in Dreamweaver 3

I need to have the text on my Web pages scroll over the background image. In other words, I want the layer with the text to appear transparent or translucent.

I know this is done with layers, but I can't find the documentation for it in Dreamweaver 3.

Any help would be appreciated!
