Default Will Health & Safety reforms tip IT and ISV businesses over the edge?

You may not be aware, but the Health & Safety (Offences) Act comes into force on 16th January.
The maximum fine for a minor breach of H&S law is quadrupled from £5,000 to £20,000.
Whilst nothing is more important than Health & Safety I believe that this could force small firms with poor or inadequate controls out of business. What do you think?
