"supporting many languages" is a bit vague.. can you specify what languages you need? Also, translation isn't usually a designer's responsibility. Usually, you'd get things translated first and then send the translated version to the designer.

I'd avoid places like rentacoder. In my opinion, they encourage bad work. Instead, I'd research freelance designers.. have a look at their websites, see if you like their work and contact the ones that look promising.

I don't understand what you mean? A designer will not be a translator, and a translator should only translate into their native language, so saying 'many' is confusing.
