Scroll Lock was originally used to "roll" the page, as mouse or the roll on the mouse didn't exist... It modified the arrow keys so that when you pressed it the page scroll... As mouse came into the scene and there are so many ways to roll a page (including the arrow keys themselves), scroll lock lost its original use.

Nowadays, it's used for different and particular purposes on each program (I have one where Scroll Lock change the language of my keyboard, allowing me to type in Japanese )

On PC keyboards, a key used to toggle between a scrolling and non-scrolling mode. When on, the arrow keys scroll the screen regardless of the current cursor location. This key is rarely used for its intended purpose, if at all.

some KVM's use scroll lock as their hot key as it's as good as redundant in most systems these days.
