Where I live lots of people put adverts in shop windows. That might be cost effective, if you want to clean local private homes. I love the sandwich board idea above, it's a known fact if one person on a street does something, it's highly likely that the neighbours will follow suit.

If you want to target business for cleaning then you will need to take a different approach, contact them directly.
