I hope someone can advise.

We are a small UK company, not yet vat Registered. On several occasions, I have sourced raw materials and products in Spain not available in the UK, only to be told by the Spanish Companies that they cannot sell to us without a VAT Registration number.

My reading of the law re: EU and Vat is that the VAT can be paid either in country of origin or at destination, either of which we are prepared to do, so I'm confused.

Is there some law preventing Spanish companies selling to private individuals/non Vat registered businesses? Or are the Spanish companies required to submit vat Registration numbers on their returns?

Hoping someone can advise and perhaps think of a solution - short of our registering for VAT!
